  • RECOMMENDATION:

    THAT the December 16, 2025, Regular Council Agenda be approved as circulated.

Regular Council Minutes - December 9, 2025

  • RECOMMENDATION:

    THAT the minutes of the December 9, 2025 Regular Council Meeting be adopted as circulated.

  • RECOMMENDATION:

    THAT the items contained in the December 16, 2025 Regular Council Consent Agenda be received into the record.

The following Committee of Council appointments were released from the Closed Council Meeting held on December 9, 2025:

Proposed street names for recently approved subdivision off of Silver Valley Road.

  • RECOMMENDATION:

    THAT Maple Ridge Street Naming (Lot A, Section 33, Township 12, New Westminster District Plan EPP133356) Bylaw No. 8085-2025 be adopted.

To consolidate fees related to fire service fees, and water and sewer rates into the Maple Ridge Fees and Charges Bylaw No. 7575-2019.

  • RECOMMENDATION:

    THAT the following amending bylaws for fees and charges be adopted.
    -    Maple Ridge Fees and Charges Amending Bylaw No. 8082-2025 
    -    Maple Ridge Fees and Charges Amending Bylaw No. 8084-2025.

Consequential bylaw amendments to support the consolidation of fees within the Maple Ridge Fees and Charges Bylaw No. 7575-2019.

  • RECOMMENDATION:

    THAT the following bylaws be adopted to amend source bylaws following fees consolidation already approved by Council: 
    -    Board of Variance Amending Bylaw No. 7994-2024
    -    Building Amending Bylaw No. 8067-2025
    -    Drinking Water Conservation Plan Amending Bylaw No. 8068-2025
    -    Highway and Traffic Amending Bylaw No. 8069-2025 
    -    Soil Removal Amending Bylaw No. 8070-2025
    -    Watercourse Protection Amending Bylaw No. 8071-2025

  • RECOMMENDATION:

    THAT the following bylaws be adopted to repeal fees now consolidated into the Maple Ridge Fees and Charges Bylaw No.7575-2019: 
    -    Fee Imposition Pavement Restoration Repeal Bylaw No. 8062-2025
    -    Miscellaneous Finance Fees and Charges Repeal Bylaw No. 8063-2025
    -    Police Services Fees Repeal Bylaw No. 8064-2025
    -    Zoning and Land Use Contract Applications Fee Repeal Bylaw No. 8066-2025
    -    Waterworks Rates and Regulations Repeal Bylaw No. 8065-2025
    -    Sewer Parcel Tax Repeal Bylaw No. 8086-2025

To update and modernize the City’s off-street parking requirements, to support transit-oriented developments and better align the parking requirements for new land development projects.

  • RECOMMENDATION:

    THAT Maple Ridge Off-Street Parking and Loading Bylaw No. 7970-2023 be adopted.

To establish a comprehensive framework for managing development applications to streamline and simplify the application process, enhance transparency and predictability for applicants, and improve administrative efficiency.

  • RECOMMENDATION:

    THAT Maple Ridge Development Procedures Bylaw No. 8081-2025 be adopted.

  • RECOMMENDATION:

    THAT the Minor Development Variance Permit Assessment Guidelines Assessment Policy No. 6.39 be adopted.

Housekeeping to eliminate a numbering conflict with an existing Policy 4.34; content remains unchanged.

  • RECOMMENDATION:

    THAT Council repeal the December 9, 2025, resolution number R/2025-CM-347; and

    THAT the Financial Access and Support for Recreation Policy 4.35 be adopted.

An overview of the consultation process for the TELUS Communications antenna structure proposed at the subject property. 

  • RECOMMENDATION:

    THAT Council direct staff to provide TELUS with a letter of siting concurrence by City of Maple Ridge Council for the communications antenna structure proposed for 21903 – 128 Avenue.

To amend Council Expense Policy 3.07 with recommendations from the Audit and Finance Committee to address cell phone charges.

  • RECOMMENDATION:

    THAT on the recommendation of the Audit & Finance Committee, Council Expense Policy 3.07, as amended, be adopted.

To provide Council with the outcomes of the completed feasibility study to determine the suitability of Hammond Community Park as the location for a future aquatic and recreation facility.

  • RECOMMENDATION:

    THAT Council receive the Recreation Facility Feasibility Study, dated October 3, 2025, for information; and

    THAT Council direct staff to proceed with schematic design for the three recreation infrastructure projects:

     - Aquatics and Recreation Centre at Hammond Community Park, 
     - Phase 1 of the Multi-Use Community Park at the current site of the Maple Ridge Golf Course, and 
     - Ice Sheets at Albion Fairgrounds; and

    THAT Council direct staff to develop the funding strategy for the projects with the aim of minimizing the impact to taxpayers.
