  • RECOMMENDATION:

    THAT the minutes of the April 7, 2026, Committee of the Whole be adopted as circulated.

To permit an Animal Shelter use on the subject property.

    THAT the April 21, 2026, report titled "2025-041-RZ, 10950 284 Street, Zone Amending Bylaw No. 8100-2026" be forwarded to the next Regular Council Meeting.

Proposed updates to the Tree Protection and Management bylaw to align with the findings of the Urban Forest Management Plan.

Proposed amendments to the Fees and Charges Bylaw related to tree protection and management fees.

To approve the financial plan which incorporates 2026–2030 Capital Program, one-time decision packages approved in December 2025, ongoing decision packages previously approved by Council and operating and capital carryforwards.

  • RECOMMENDATION:

    THAT the April 21, 2026, report titled "Council’s Strategic Plan Key Result Update, Q1 2026" be forwarded to the next Regular Council Meeting.

Resolution to Exclude the Public

  • RECOMMENDATION:

    The meeting will be closed to the public pursuant to Sections 90(1) of the Community Charter as the subject matter being considered is related to the following:

    Section 90(1)(e) - the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;

    Section 90(1)(l) - discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report];

    Any other matter that may be brought before the Council that meets the requirements for a meeting closed to the public pursuant to Sections 90(1) and 90(2) of the Community Charter or Freedom of Information and Protection of Privacy Act.
