CALL TO ORDER

Territory Acknowledgement
The City of Maple Ridge carries out its business on the traditional and unceded territory of the Katzie (q̓ic̓әy̓) First Nation and the Kwantlen (qʼʷa:n̓ƛʼәn̓) First Nation.

APPROVAL OF THE AGENDA

Special Council Meeting Agenda - February 17, 2026

• RECOMMENDATION:

  THAT the February 17, 2026, Special Council Agenda be approved as circulated.

GENERAL MATTERS

3.1

2026-2030 Financial Plan Update

Consideration of the 2026–2030 Financial Plan including proposed service and budget adjustments and related ongoing funding requests.

• RECOMMENDATION:

  THAT Council direct staff to incorporate, into the Financial Plan Bylaw, a 3.5% property tax increase for 2026 and an annual 4.5% property tax increase for 2027 through 2030.

• RECOMMENDATION:

  THAT ongoing decision packages as listed in “Attachment A – Ongoing Decision Packages” to the report titled "2026-2030 Financial Plan Update" dated February 17, 2026 in the amount of $706,940 be approved and included in the Financial Plan Bylaw.

• RECOMMENDATION:

  THAT staff be directed to undertake community engagement on the proposed 2026-2030 Financial Plan.

NOTICE OF CLOSED MEETING

• RECOMMENDATION:

  The meeting will be closed to the public pursuant to Sections 90(1) of the Community Charter as the subject matter being considered is related to the following:

  • Section 90(1)(b) - personal information about an identifiable individual who is being considered for a municipal award or honour, or who has offered to provide a gift to the municipality on condition of anonymity;
  • Section 90(1)(c) - labour relations or other employee relations;
  • Section 90(1)(e) - the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;
  • Section 90(1)(l) - discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report];

  Any other matter that may be brought before the Council that meets the requirements for a meeting closed to the public pursuant to Sections 90(1) and 90(2) of the Community Charter or Freedom of Information and Protection of Privacy Act.
